Hydra the evil organization determined to dominate the world. As an enemy, there is no doubt that Captain America would do everything he can to take them down. Red Skull was inevitably defeated by the first Avenger, but that wasn't the end. Like the mythical beast they are named after, if Hydra loses their head, two more will grow back.
